Everyone loves babies, and here babies are used to motivate people to work and not strike.
The image of babies, with their innocence and helplessness, is also something that is used in Grapes of Wrath when Rose of Sharon’s baby is delivered a stillborn. When Uncle John releases the dead baby into the stream of water, instead of burying it, he hopes the dead baby will bring their harsh reality to the people. He hopes that the dead baby, due to their starvation, will create empathy by others. Maybe this idea of innocent death will motivate change.
