 The Dick Tracy villian, Flattop Jones was based partially upon "Pretty Boy" Floyd. 

The creator, Chester Gould was a Oklahoma native. Dick Tracy began in 1931 and often drew reference from current events, a criminal as illustrious as Charles Floyd.
